Explain faded snail in the detailed view

Hey there - I’m seeing a variation on the basic icon in the detailed view. In particular, I’m seeing faded snail icons for all advertising tags on some pages. This seems particularly common when I’m browsing sites from Europe and I have NOT accepted trackers. I would love to infer from this that a faded snail means that the CMP has somehow prevented the tags from firing normally, pending my consent. But I’m not sure how this would be possible … if Ghostery recognizes the pattern of the tag … how can it not be firing?
